Berne city is no ordinary place. Oh, no. In fact, the world isn't an 'ordinary' place anymore. Instead, there is a clear division in the world of people with powers Berne city is no ordinary place. Oh, no. In fact, the world isn't an 'ordinary' place anymore. Instead, there is a clear division in the world of people with powers (legacies) and people without. And the people with legacies (legatees)? Many have formed organizations (dynasties) not unlike the mafia. They're rigid and hierarchial and dominate industries both illegal and legal. Political games, intrigue and posturing is high as these dynasties fight, more subtlety than perhaps they'd like, for supremacy. And Berne city is just an imperfect little cut-out of what the world at large is like, focusing on North America's dominating dynasties and their spawn.
To foster a kind of lazy good-will, the three reigning dynasties of the time founded an academy of sorts, the Institution of Legacies, where any youth with a power is invited to enroll (especially you're smart and powerful), even legatees from foreign dynasties have been accepted. In the past, it hadn't been so - only children form the 4 major dynasties and a few neutral families. Now, two of the dynasties have crumbled which leave little in the way of students. IL provides students the rare opportunity to assert their dominance, make their parents proud at their superiority, and even make the occasional alliance. Or, if you're from a foreign dynasty, hide your kid from your enemies. But there's always the option to have nothing at all to do with the school or even the dynasties (at least directly) and to just be a legatee.
